The Miami Shenandoah Neighborhood Association says the first plats, around 1919, lay just south of the Tower Theater, and that developers from Ohio, Virginia and Pennsylvania followed. State records list the 1921 Shenandoah Improvement Corporation's president as W.W. Gates of Portsmouth, Ohio.
